What to Know About HB 393 and the My Safe Florida Condominium Pilot Program 

Recent legislative efforts are underway to bolster hurricane protections for condo associations. One new opportunity available to condominiums is the My Safe Florida Condominium Pilot (MSFCP) Program. 

This program was revised in the most recent 2025 legislative session to improve eligibility criteria and clarify funding rules for hurricane mitigation grants. These changes aim to prioritize structural safety and ensure associations are properly maintaining their buildings before receiving state support. Below is a summary of the key updates made to the MSFCP program as well as more information about the program as a whole.

Details About the My Safe Florida Condominium Pilot Program 

Established by House Bill 1029 and signed into law on April 24, 2024, the MSFCP Program offers condo associations an opportunity to apply for grants to help fund hurricane damage mitigation efforts. The program includes hurricane mitigation inspections as well as grants that can be used to fund projects that improve the property’s resilience against hurricanes.  

The Florida Department of Financial Services manages the program, and it is available to eligible condo associations, not individual unit owners. Applications will be posted on the MSFCP Program once available.  

Key Legislative Updates to the MSFCP Program

The program now has some revised eligibility restrictions.

  • Detached units on separate land parcels no longer qualify under the program.
  • Associations must complete required milestone inspections and structural integrity reserve studies (SIRS) before applying.
  • Only associations where windows are designated as common elements in the declaration are eligible.

In terms of owner approval, the threshold has been reduced from 100% to 75% of unit owners (residing in the building) being needed to approve a grant application.

Grant Matching and Scope
  • Grants require a 2:1 match: the state contributes $2 for every $1 spent by the association.
  • Eligible improvements now include only those identified in the final hurricane mitigation inspection.
  • Funding is limited to improvements that generate an insurance mitigation credit, discount, or rate reduction.
Mitigation Requirements

To qualify for funds, upgrades must cover all openings (doors, garage doors, windows, skylights) if required for the mitigation benefit.

These changes enhance the program’s focus on genuine risk reduction and help ensure that funds go to well-maintained buildings and projects that lead to lower insurance premiums. Associations planning to apply should confirm that their documentation, inspection status and common element designations are fully compliant.
